Local Candidates OnlyJob SummaryWe are seeking an experienced PeopleSoft HCM/ELM Functional Analyst to support the design, development, enhancement, integration, and production support of enterprise PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management (ELM) applications.The ideal candidate will have strong functional and technical-functional expertise in PeopleSoft HCM/ELM, enterprise integrations, SQL, business process analysis, system enhancements, testing, and production support. Experience with workforce management, training, certification, compliance, and enterprise application integrations is highly preferred.Key Responsibilities• Design, configure, enhance, implement, and support PeopleSoft HCM and ELM applications.• Gather and analyze business requirements and translate them into effective PeopleSoft solutions.• Configure HCM/ELM modules, workflows, interfaces, reports, and integrations.• Support employee lifecycle, workforce administration, training, certification, qualification, and compliance processes.• Design and support integrations between PeopleSoft and enterprise applications such as Oracle Cloud, Maximo, UKG/Telestaff, and other workforce management platforms.• Develop and maintain functional specifications, workflow diagrams, solution designs, test plans, and technical documentation.• Support application upgrades, implementations, releases, data conversions, and modernization initiatives.• Develop complex SQL queries, reports, dashboards, and analytics for workforce, training, and compliance requirements.• Perform functional, technical, and integration troubleshooting and production support.• Coordinate SIT/UAT, testing, deployment, and release activities.• Partner with HR, Training, Operations, IT, developers, architects, vendors, and business stakeholders.• Develop user guides, training materials, knowledge-transfer documentation, and support resources.• Participate in SDLC, change management, risk management, and compliance activities.• Provide subject matter expertise for PeopleSoft HCM/ELM and enterprise workforce-management initiatives.Required Qualifications• 8+ years of experience supporting enterprise HCM, ELM, or workforce management systems.• Strong hands-on experience with PeopleSoft HCM and PeopleSoft Enterprise Learning Management (ELM).• Experience with PeopleSoft configuration, requirements gathering, testing, implementation, deployment, and production support.• Strong understanding of employee lifecycle management, onboarding, workforce administration, training, certifications, qualifications, and compliance.• Experience developing/supporting PeopleSoft integrations with enterprise applications.• Strong SQL and database/reporting experience.• Experience creating business requirements, functional specifications, workflow diagrams, test plans, reports, and technical documentation.• Experience with application upgrades, implementations, data conversion, and modernization projects.• Knowledge of SDLC, testing, change management, and release management.• Strong analytical, communication, troubleshooting, and stakeholder-management skills.• Bachelor's degree or equivalent experience.• Ability to work 3 days per week onsite in Washington, DC.• US Citizen or Green Card required.Preferred Qualifications• Experience with Oracle Cloud HCM/Learning Cloud.• Experience integrating PeopleSoft with Maximo, UKG/Telestaff, workforce management, or identity-management platforms.• PeopleSoft HCM/ELM certification.• PMP certification or project management experience.• Experience supporting public-sector, transportation, transit, or large enterprise environments.• Master's degree in Computer Science, Information Systems, HRIS, or related field
