Location: Arnegard, NDProvidence House is hiring a Human Resources & Compliance Manager to oversee all internal HR operations and workforce-related compliance for our residential substance use disorder treatment program in Arnegard, North Dakota.This is a fully in-house, onsite role. We are intentionally moving away from third-party HR support and are looking for someone who will own the HR and compliance function, be present in the operation, and work closely with leadership and staff in a regulated treatment environment.This position is hands-on and carries real responsibility. The role requires strong judgment, consistency, and the ability to operate independently while ensuring compliance with employment law, internal policies, and North Dakota Administrative Code governing SUD treatment programs.Core ResponsibilitiesEmployee Relations and HR Oversight• Serve as the primary point of contact for all employee relations matters

• Enforce company policies consistently, including attendance, conduct, confidentiality, workplace safety, and drug-free workplace standards

• Conduct investigations, corrective actions, and disciplinary documentation in compliance with state and federal employment laws

• Ensure compliance with EEO, ADA, nondiscrimination, and anti-harassment requirementsRegulatory and Compliance Responsibilities• Maintain working knowledge of North Dakota Administrative Code related to SUD treatment staffing and personnel requirements

• Ensure workforce compliance with background checks, training, credentialing, supervision, and role-specific requirements

• Support internal audits, licensing reviews, and state inspections related to staffing and HR compliance

• Work with leadership to translate regulatory requirements into day-to-day operational practice

• Ensure employee documentation and disciplinary actions align with expectations for licensed treatment providersPolicies and Documentation• Maintain and update the Employee Handbook and HR-related policies

• Ensure employee records are accurate, complete, and confidential

• Safeguard sensitive employee and client-related informationRecruitment, Onboarding, and Training• Manage hiring processes from job posting through onboarding

• Coordinate new hire orientation and required training

• Support workforce planning and staffing needs for Providence HousePayroll, Benefits, and Systems• Coordinate payroll and benefits administration internally

• Work directly with payroll and benefits vendors to ensure accuracy and compliance

• Oversee timekeeping, reporting, audits, and internal reviewsLeadership Support• Advise executive leadership and supervisors on HR and compliance matters

• Provide guidance on performance management and disciplinary decisions

• Serve as a consistent authority on policy interpretation and enforcementRequired Qualifications• Bachelor’s degree in Human Resources, Business Administration, or a related field

• 3–5 years of hands-on HR experience

• Strong understanding of employment law and HR compliance

• Experience handling sensitive employee matters independently

• High level of discretion, professionalism, and follow-through

• Ability to work onsite in Arnegard, NDPreferred Experience• HR experience in healthcare, behavioral health, or another regulated setting

• Experience supporting licensed or audited programs

• Familiarity with compliance reviews, inspections, or regulatory oversight

• Willingness and ability to learn and apply North Dakota SUD administrative codeCompensation & Benefits

$100,000–$110,000 DOE•
