Position Overview
We are seeking an experienced Business Analyst 5 for a long-term hybrid opportunity supporting a state government agency. The selected candidate will work closely with business and IT stakeholders and will spend at least 50% of their time supporting a dedicated application development project from requirements validation through Agile development and implementation.
Required Qualifications
•
16+ years of overall Business Analyst experience
•
7+ years of experience conducting business process reviews, requirements elicitation, requirements documentation, and process modeling
•
5+ years of experience developing and/or managing user stories on Agile development projects
•
2+ years of experience working directly with senior management to facilitate strategy discussions, develop roadmaps, and build consensus
•
2+ years of experience supporting development or compliance with SOWs, contracts, or work agreements
•
2+ years of experience on IT projects developing or implementing solutions for public use
•
1+ year of experience working with programs governed by state or federal regulations
•
Strong experience with requirements facilitation and stakeholder management
•
Hands-on experience with Gap/Fit Analysis
•
Strong business process modeling and requirements refinement skills
•
Excellent communication, facilitation, organization, and problem-solving abilities

Environment, Great Lakes, and Energy (EGLE) agency experience

Candidate Requirements
•
Must be available for 2 days onsite per week
•
Must be willing to work fully onsite if required by the State
•
Active LinkedIn profile required
•
LinkedIn and resume must have consistent job titles, employment dates, and work models
•
Candidate must be available for webcam interview followed by an in-person interview
Key Responsibilities
•
Act as liaison between IT and business/project stakeholders
•
Facilitate requirements elicitation and stakeholder meetings
•
Validate, refine, and document business and system requirements
•
Develop and manage Agile user stories
•
Perform process modeling and Gap/Fit Analysis
•
Support application development from requirements through implementation
•
Facilitate discussions with senior management and help establish project strategy and roadmaps
•
Analyze business systems and user needs
•
Identify process improvements and opportunities for technology solutions
•
Develop functional and technical specifications
•
Support reporting, data warehouse, and business intelligence requirements
•
Assist with RFPs, SOWs, and work agreements
•
Support compliance with applicable state and federal requirements
•
