Business Analyst – State Historic Preservation Systems Modernization
Location: Remote
Salary: $80-120kSabot Consulting is seeking a Business Analyst with deep experience supporting large-scale modernization of State Historic Preservation Office (SHPO) information systems. This role focuses on business analysis, requirements definition, solution design, and stakeholder collaboration for complex preservation program IT initiatives.Responsibilities:• Lead business analysis activities for SHPO system modernization initiatives.
• Facilitate stakeholder workshops to document current-state workflows, pain points, and future-state needs.
• Develop clear business, functional, and technical requirements supporting preservation programs.
• Support solution and system design, including integration and data migration planning.
• Collaborate with project managers, architects, GIS specialists, and development teams.
• Support modernization of ArcGIS environments and migration of Microsoft Access databases.
• Assist with ERP and SharePoint integration requirements and validation.
• Support quality assurance activities including UAT planning, test case development, and execution support.
• Develop training materials and support UAT and end-user training sessions.
• Contribute to change management and stakeholder communication activities.
Must Have:• Experience modernizing or replacing State Historic Preservation Office (SHPO) information systems.
• Experience supporting IT services for preservation programs such as Environmental Reviews, Historic Tax Incentives, and National Register programs.
• Experience supporting large-scale modernization initiatives exceeding $1M.
• Hands-on business analysis experience in ArcGIS-based environments.
• Experience supporting Microsoft Access data migrations.
• Experience gathering requirements for ERP and SharePoint integrations.
• Strong background in business analysis, requirements management, and solution design.
• Experience supporting data migration and system integration efforts.
• Experience supporting UAT execution and end-user training.
Nice To Have:• Experience working within state or federal government environments.
• Familiarity with preservation or regulatory program workflows.
• Experience supporting QA, risk management, or change management activities.
