Apply for this jobHuman Resources Assistant (Not to exceed $70k)DISTINGUISHING FEATURES OF THE CLASS : This position involves the responsibility for assisting the Director of Human Resources with operating a human resources office to assist in the recruitment process and employees services for the purpose of staffing, developing, and maintaining an adequate and competent work force. Responsibilities include, but are not limited to, preparation and maintenance of personnel records, processing various personnel transactions, and providing human resource support and guidance to employees and/or the public. The work entails a high degree of independence and judgment in providing human resource and personnel services. The work is performed under the general supervision of the Director of Human Resources in accordance with established policies and guidelines. Supervision is exercised over subordinate clerical staff. The incumbent performs related work as required.TYPICAL WORK ACTIVITIES :

• Provides technical guidance, direction and assistance to subordinate staff;• Assigns specific tasks and activities to subordinate staff;• Periodically reviews and evaluates the work performance of subordinates for compliance with established schedules and standards and the attainment of specific objectives;• Trains or oversees the training of new subordinate employees in the procedures and techniques required in the performance of their job;• Reviews requests for new positions and compensation matter;• Prepares or supervises the preparation of agency classification requests and supporting justification;• Confers frequently with Civil Service administration on various Civil Service Rules and Regulations and personnel transactions;• Maintains a current listing of position descriptions along with job requirements;• As assigned, plans, conducts, or supervises the conduct of the organizational recruitment program;• Drafts advertisements and select appropriate media to recruit needed organizational staff;• Establishes and maintains a working relationship with potential recruitment sources such as colleges, professional and technical organizations, high school and vocational schools by the exchange of information;• Attends conferences and address gatherings for the purposes of obtaining candidates for present and future vacancies;• Corresponds or meets with potential applicants to resolve pertinent questions on job opportunities;• Oversees the maintenance of position control system to facilitate effective and efficient utilization of organizational staff;• May interview eligible candidates for particular positions;• Maintains liaison with managers to ascertain current and projected personnel support requirements;• Supervises the preparation of personnel transactions in accordance with Civil Service Law, Rules and Regulations;• Develops and maintains effective procedures for timely probationary work evaluations and the annual employee work performance rating and appraisals and reviews employee evaluation reports to identify potential problems;• May assist in the training or first-line supervisors in effective techniques of performance evaluations and appraisals;• Advises managers, supervisors and individual employees on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination or salary of employees;• Supervises the processing and orientation of new employees, students and volunteers;• Oversees the preparation and updating of the agency human resources manual;• Supervises the administration of employee insurance programs, workers' compensation, organizational health, safety and related programs including pre-employment activities;• Oversees the administration of the time and attendance rules as modified by negotiated agreements and pertinent leave programs such as military, educational and sick leave;• Plans, develops and administers an organizational employee recognition and award program;• Interprets terms of negotiated contracts to various managers and supervises uniform understanding;• Monitors the timely processing of grievances in accordance with established schedules;• Organizes and coordinates training programs as needed;• May conduct training sessions on given subjects;• Prepares or supervises the preparation of various human resources reports and related correspondence.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS :• Good knowledge of modern organizational principles and practices;• Good knowledge of records maintenance and personnel transactions;• Good knowledge of various functional areas in the human resources field and the interrelationship of these functions;• Working knowledge of the recruitment and selection process, the placement process and various employee services;• Ability to establish rapport with agency staff and others in order to gather information about programs and jobs;

• Ability to organize and analyze facts and to draw logical conclusions;• Ability to communicate orally and in writing for the purposes of explaining and supporting personnel requests, recommendations and actions;• Ability to plan and supervise the work of others;• Ability to conduct research and prepare detailed reports;• Ability to establish and maintain good working relationships with employees and the general public;• Ability to analyze and resolve problems.MINIMUM QUALIFICATIONS : Either:A) Graduation from a regionally accredited or New York State registered college or university with a bachelor's degree in health care administration, labor relations, business administration; public administration, human resources, or a closely related field; and one year of full-time experience in personnel work in a human resources/personnel office;B) Graduation from a regionally accredited or New York State registered college or university with an associate's degree in health care administration, labor relations, business administration, public administration, human resources, or a closely related field; and three years of full-time experience in personnel work in a human resources/personnel office;C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.LCHS offers a highly competitive compensation benefits package including NYS Retirement.
